Global Water Security Calls for U.S. Leadership, Says Intelligence Assessment
›March 26, 2012 // By Schuyler NullAlongside and in support of Secretary Clinton’s announcement of a new State Department-led water security initiative last week was the release of a global water security assessment by the National Intelligence Council and Director of National Intelligence. The aim of the report? Answer the question: “How will water problems (shortages, poor water quality, or floods) impact U.S. national security interests over the next 30 years?”
The assessment, Global Water Security, was requested by the State Department and carried out primarily by the Defense Intelligence Agency, drawing on intelligence community resources as well as peer-reviewed research and consultations with outside experts.
The authors’ five broad conclusions are well summarized in the text; we’ve quoted the central nuggets of each below:1) Over the next 10 years, water problems will contribute to instability in states important to U.S. national security interests. Water shortages, poor water quality, and floods by themselves are unlikely to result in state failure. However, water problems – when combined with poverty, social tensions, environmental degradation, ineffectual leadership, and weak political institutions – contribute to social disruptions that can result in state failure.
Why? The intelligence community lists underdevelopment and dependence on upstream nations with unresolved water-sharing issues as destabilizing factors. (Interestingly, this prediction appears to have the intelligence community’s lowest degree of confidence – “moderate” as opposed to “high to moderate” for the others – and may well end up being the most cited.)2) Water-related state-on-state conflict is unlikely during the next 10 years. Historically, water tensions have led to more water-sharing agreements than violent conflicts. However, we judge that as water shortages become more acute beyond the next 10 years, water in shared basins will increasingly be used as leverage; the use of water as a weapon or to further terrorist objectives also will become more likely beyond 10 years.
This prediction was also made by panelists at this year Environment and Security Conference in Washington, DC, who cited rapid and considerable social and environmental changes in the near future as a threat to make the hitherto mostly-hyperbolic phenomenon of “water wars” more likely.3) During the next 10 years the depletion of groundwater supplies in some agricultural areas – owing to poor management – will pose a risk to both national and global food markets.
Agriculture accounts for 70 percent of water usage worldwide, so it comes as no surprise that food security is closely tied to water security. But it is important that the intelligence community explicitly ties these concerns with global food markets and therefore the prosperity and stability of all nations.4) From now through 2040, water shortages and pollution probably will harm the economic performance of important trading partners.
Hydropower, write the authors, generates 80 percent or more of all the power for more than 15 developing countries. Water shortages and erratic supplies affect power generation and therefore limit economic growth – they’re already having an impact on the development of some countries, according to the report.5) From now through 2040, improved water management (e.g., pricing, allocations, and “virtual water” trade) and investments in water-related sectors (e.g., agriculture, power, and water treatment) will afford the best solutions for water problems.
In the long-term, the “greatest potential for relief” for water scarcity, write the authors, is “simple and inexpensive” improvements in agriculture. They cite a substantial body of “open source reporting” on water-related social tensions and have high confidence in this conclusion.
Drivers of Supply
In addition to these broad predictions, Global Water Security assesses strategically important basins – the Nile, Tigris-Euphrates, Mekong, Jordan, Indus, Brahmaputra, and Amu Darya – and finds the Amu Darya and Brahmaputra to be the most vulnerable to instability.
The key drivers of these vulnerabilities are economic development, climate change, and population growth. Consumption – due to economic development – and population are of course tied to closely to one another, but climate change is the wild card. The IPCC projects that river runoff and water availability will increase by 20 to 40 percent at high latitudes and some wet tropical areas, while decreasing 10 to 30 percent in other areas. The authors judge this variability will lead to waste and mismanagement of existing resources – especially groundwater overdrafts.
Growing populations are a key factor too but mainly because of where they are located: by 2030, “one-third of the world’s population will live near water basins where the water deficit will be larger than 50 percent,” write the authors.
Overall, North Africa, the Middle East, and South Asia – all demographic hotspots – are predicted to face “major challenges coping with water problems” that can “only be met through increased trade.”
America, Prepare to Engage
The assessment cannot make explicit policy recommendations by law, but the section on how these issues will affect the United States points to some logical conclusions.
The United States, long seen as a source of water expertise, will be leaned on even more to work with developing and developed countries alike and support “major development projects,” the authors predict. And this call will be heard not just by the U.S. Government but by the private sector as well.
Beyond financial assistance and big project leadership, the intelligence community suggests the United States will be relied on for legal aid to strengthen water sharing agreements and institutions, satellite data and other remote sensing data to provide valuable measuring and metrics, and as a reliable source of agricultural exports.
These demands on U.S. assistance provide “opportunities for leadership and forestalling other actors from achieving the same influence at U.S. expense,” the Office of the Director of National Intelligence writes in their press release. Not meeting these calls for action carries implicit consequences and, I would argue, points to a tacit recommendation: engagement. American leadership can help countries achieve more with limited resources and meet growing global food demand – all while achieving some enlightened long-term self-interest by strengthening global stability and prosperity and keeping competitors out of this space.
One thing that is not recommended is over-engineering, especially in developing countries. Large infrastructure projects to feed growing urban demands “are expensive and degrade natural processes such as water cleaning and flood and drought mitigation,” write the authors, and “often harm the livelihoods of local populations, leading to increased poverty and food insecurity.” The risk of unintended consequences is high, they warn.
As one might expect given that the assessment was asked for by the State Department, Secretary Clinton’s new U.S. Water Partnership initiative delivers on some of these predictions, particularly in fulfilling the need for U.S. expertise. The public-private endeavor, announced with 22 initial partners, is designed to “connect people and resources” – including foreign governments at national, regional, and local levels; non-government organizations; and international organizations – “making information easily accessible and leveraging the assets of partners to offer a range of ‘best of the U.S.’ solutions tailored to priority water needs.”
Given the strong role of water issues in global stability predicted by the intelligence community, the initiative seems like an excellent step in the right direction. How the initiative shapes up operationally, however, will be critical, especially in the face of increased budget pressure and the specter of more isolationist domestic politics in the near future.

Is Foreign Aid Worth the Cost?
›“Is foreign aid worth the cost? That’s not really the question unless you’re Ron Paul,” quipped Carol J. Lancaster, dean of the School of Foreign Service at Georgetown University, at the Wilson Center on January 23. “The real questions are: What do we want to accomplish with our foreign aid? Where should it go? And in what form?” [Video Below]
Lancaster noted that following World War II, foreign aid became “a two-pronged instrument – one as an instrument of the Cold War and the other as an extension of American values.” It has been a very “intense marriage” between the two, he said, “with one side up and the other side down at different times, as any marriage tends to be.” Truman convinced Congress to provide aid to Greece and Turkey in 1948 to combat communism, and he was able to gain approval for the Marshall Plan by “scaring the wits out of Congress” about the communist threat.
Aid Under Fire
Congressman Donald Payne (N.J.), who is the ranking Democrat on the House Foreign Affairs Committee’s Subcommittee on Africa, agreed that the Cold War was the principal reason for our foreign aid programs after World War II, as we provided hundreds of billions of dollars in aid to our supporters around the world. But, “It’s different today,” he added. “Since the end of the Cold War, more funds are going for humanitarian and development assistance, but it is still directly linked to our national interests. One in five American jobs are tied to U.S. trade, and the growth of our trading partners is our growth as well.”
Payne cautioned that there is “a new group in the House of Representatives who think we should step out of the world. They’ve told their constituents they are going to cut the budget, and foreign aid is an easy target.” Payne noted that polls show the American people think one-quarter or more of the federal budget goes to foreign aid when it is little more than one percent.
Nevertheless, there has been bipartisan support for former President Bush’s HIV/AIDS initiative in Africa which is showing remarkable results in reducing deaths from the disease. Payne added that aid to Africa is showing results in the number of economies that are doing well despite the global economic downturn.
Payne expressed frustration with the inability to enact a foreign aid authorization bill in the last several Congresses because the measures became weighted down with all manner of policy riders that were both partisan and controversial. Consequently, our foreign relations operations are solely dependent on the annual appropriations bills which tend to become encumbered as well with troublesome riders.
The Dangers of “Nation Building”
Charles O. Flickner, Jr., a 28-year Republican staff member on the Senate Budget Committee and then the Foreign Operations Appropriations Subcommittee in the House, presented a more skeptical view, saying foreign aid is not worth the $35 billion it is costing us each year, even though some of the programs have been successful and should be continued. The biggest problem in recent years, he said, has been the amount of money wasted on projects in Iraq and Afghanistan without adequate planning or execution. Money was being virtually shoveled out the door in amounts the host countries did not have the capacity to absorb, said Flickner, and as a consequence we have witnessed a lot of failed projects and corruption.
Smaller projects, which the U.S. government and private aid donors are better at, have a greater chance for success because they do not overwhelm the capacities of host countries. He cited some of the scholarships and technical training programs available for foreign nationals as being among the most worthwhile in building internal leadership capacity for the future in developing countries.
Rajiv Chandrasekaran agreed on the amount of wasted aid dollars being spent in Iraq and Afghanistan, which he has covered as a foreign correspondent for The Washington Post. He told the story of a small, dirt-poor town in Afghanistan he visited in where the bazaar was bustling with new shops and goods, and people were freely spending money on modern electronics, motor bikes, and clothes. The town was the beneficiary of a massive U.S. aid program that provided seed money for farmers to grow crops and created day labor jobs for the residents of the area. A contractor was authorized to spend $30 million on the economic development of the town during the U.S. counterinsurgency surge and that came to roughly $300 per person. It was clear to the USAID official on the ground and to the reporter that the experiment would not be sustainable over the long-term, even though there was a temporary sense of economic activity and prosperity.
Future Vulnerabilities
The panel seemed to agree that it was unfair to blame USAID for these failures since they were thrown into situations overnight they were not prepared to manage in countries that were not capable of absorbing the assistance being directed at them – all in the midst of ongoing conflict. The real test of whether the new directions being charted by the Obama Administration will work will be on the smaller, more manageable projects in which the host countries have a greater role in shaping and implementing.
Lancaster listed four vulnerabilities in the future course of U.S. foreign aid that should be avoided, including trying to merge our various interests through the State and Defense Departments with our aid programs in countries like Pakistan, where the institutions are weak and corrupt; the danger of creating an entitlement dependency through funding of HIV/AIDS drugs, where we will be guilty of causing deaths if we reduce funding; the danger of attempting to undertake too many initiatives at once, such as food aid, global health, climate change, and science and technology innovations, while simultaneously trying to reform the infrastructure of USAID; and trying too hard to demonstrate results from aid given the difficulty of disentangling causes and effects and gauging success over too short a time frame.

Panetta: Diplomacy and Development Part of Wider Strategy to Achieve Security; Will They Survive Budget Environment?
›Leon Panetta – newly minted secretary of defense and former director of the CIA – gave one of his first public policy addresses yesterday at the Woodrow Wilson Center addressing national security priorities amidst a constrained budgeting environment (see video here). Under the debt ceiling agreement recently agreed to by Congress, the Pentagon is expected to achieve around $450 billion in spending cuts over the next 10 years.
Most of Secretary Panetta’s speech focused on “preserving essential capabilities,” including the ability to project power and respond to future crises, a strong military industrial base, and most importantly, a core of highly trained and experienced personnel.
But he also touched on the other two “D” s besides defense – diplomacy and development: “The reality is that it isn’t just the defense cuts; it’s the cuts on the State Department budget that will impact as well on our ability to try to be able to promote our interests in the world,” Panetta said in response to a question from ECSP Director Geoff Dabelko:National security is a word I know that we oftentimes use just when it comes to the military, and there’s no question that we carry a large part of the burden. But national security is something that is dependent on a number of factors. It’s dependent on strong diplomacy. It’s dependent on our ability to reach out and try to help other countries. It’s dependent on our ability to try to do what we can to inspire development.
Panetta’s backing of diplomacy and foreign aid as an extension of U.S. national security strategy is a continuation of vocal support by former Chairman of the Joint Chiefs of Staff Mike Mullen, former Secretary of Defense Bob Gates, and others at the Pentagon, but the bigger issue remains convincing Congress, where the State Department has become a popular target for budget cutters.
If we’re dealing with Al Qaeda and dealing with the message that Al Qaeda sends, one of the effective ways to undermine that message is to be able to reach out to the Muslim world and try to be able to advance their ability to find opportunity and to be able to seek…a better quality of life. That only happens if we bring all of these tools to bear in the effort to try to promote national security.
We’ve learned the lessons of the old Soviet Union and others that if they fail to invest in their people, if they fail to promote the quality of life in their country, they – no matter how much they spend on the military, no matter how much they spend on defense, their national security will be undermined. We have to remember that lesson: that for us to maintain a strong national security in this country, we’ve got to be aware that we have to invest not only in strong defense, but we have to invest in the quality of life in this country.
Perhaps the more useful question going forward is one of priorities. Clearly there will be (and already is) less money to go around, and the Defense Department is one of the largest outlays, while State is much smaller – the military’s FY 2012 budget request was $670.9 billion; the State Department’s, $50.9 billion. So the question is: when push comes to shove, will Secretary Panetta be able to sustain his support for diplomacy and development budgets if it means larger cuts at DOD?

Debts, Deficits, and Development
›The debates surrounding the U.S. national debt and deficit bring with them implications for both overall U.S. development policy and the budgets of USAID and the Department of State. These implications were the focus of the Wilson Center on the Hill event that took place on August 2, “Debts, Deficits, and Development,” moderated by Wilson Center Senior Scholar John Sewell. Sewell said that Congressional action on deficit reduction could potentially reduce funding for development-related initiatives just as the U.S. government “for the first time…is taking development and the notion of development very seriously.”
After an introduction from Sewell, Gordon Adams, distinguished fellow at the Henry L. Stimson Center, began by talking about the lack of attention that international affairs and the civilian side of U.S. international engagement usually receive in the government budget. He noted the growth in personnel and funding at USAID and the Department of State over the past ten years as a success, adding that a fair amount of this growth was related to the conflicts in Iraq and Afghanistan and the global effort against terrorist organizations.
“Foreign policy, development, foreign assistance, [and] diplomacy have increasingly been viewed as a key part of a broadly defined security budget,” said Adams. The first Quadrennial Diplomacy and Development Review had the potential to restructure the Department of State and USAID in line with these goals, he said, but lacked the force to prioritize programs and allocate funds effectively.
In post-conflict environments, Adams emphasized the need to build the capacity to govern effectively, efficiently, and accountably first. “Where we fall down,” added George Ingram, co-chair of the Modernizing Foreign Assistance Network, “is in rushing too much money in right as the conflict ends for two or three years and then getting distracted by other crises from year five to ten; when the country’s built up a capacity and probably could use the assistance, our interest falls off.” In his opinion, that sequencing should be reversed.
Focus on Priorities
Adams continued to emphasize the need for goals and priorities when he addressed the topic of belt-tightening at USAID or the Department of State. According to Adams, the four categories to consider in allocating resources are: security assistance; the individual priorities of foreign assistance and development funds; conflict prevention and resolution; and better preparation and training of personnel. He lauded the military’s commitment to training its servicemen and women throughout their careers and suggested a similar program for members of the Foreign Service. To coordinate these priorities, however, a coherent U.S. development strategy (currently lacking) is essential, said Ingram.
Focusing on how the current budget environment is impacting development, Ingram said that the decade of growth in the international affairs budget for development may have just hit a brick wall. He described the FY 2012 budget as “skewed heavily toward reducing the development accounts and protecting the security accounts,” resulting in an 11 percent overall cut from 2011 levels and some development accounts being reduced by 20 or 30 percent.
Ingram noted that USAID’s overall operating expenses were cut by 27 percent from FY 2011 levels. This operating expense reduction will likely halt planned increases in USAID staff and may ultimately lead to staff cuts. The failure to build up staff at USAID will reduce its ability to manage key development programs and slow the Department of Defense’s efforts to shift responsibilities for development work to civilian hands.
Adams added that in light of shrinking resources, legislators will probably ask supporters of development about the tangible outcomes of investment in development and about the link between development and American interests, so they should be prepared with answers. Ingram cited the successes of U.S. aid over the last decades – such as the Green Revolution and oral rehydration – and noted how they benefited from a long-term perspective rather than approaching development on a project-by-project basis.
Given the tumult in the Middle East since the start of the Arab Spring, the need for expertise in governance is high, said Adams. “The problem of governance in failing, fragile, weak, brittle authoritarian states,” he said, “is a great risk to stability.”

‘Dialogue’ TV: Revisiting Mr. Y and “A National Strategic Narrative”
›“We are, what I would call, very non-linear thinkers,” said U.S. Navy Captain Wayne Porter about the white paper he co-authored with U.S. Marine Colonel Mark Mykelby, “A National Security Narrative,” launched by Woodrow Wilson Center President Jane Harman at the Center in April. “We’re almost incapable of restricting ourselves to defense and security in isolation from a much larger perspective,” he told Dialogue TV.
“I think maybe that’s why Admiral Mullen has kept me around – I can offer a perspective that maybe he wouldn’t get from conventional strategists or from conventional planners,” said Porter, who served three out of four tours with the current chairman of the Joint Chiefs of Staff as a special assistant for strategy.
Dialogue host John Milewski sat down with Captain Porter and Robert Litwak, director of International Security Studies and vice president for programs at the Wilson Center, for a discussion about the white paper – published under the pseudonym “Mr. Y” (echoing George Kennan’s seminal “X” article) – and its contention that the United States should move away from an outmoded Cold War-era model of containment, deterrence, and control towards a “strategy of sustainability.”
The narrative has been well received, Porter said: “I think there is an appreciation that it’s a very complex strategic environment that we live in now and that maybe we need to re-look at all of the tools that we could use as a nation to pursue our enduring national interest.”
Inflection Points in History
“The timing of such conversations is cyclical,” said Litwak. “The original ‘X’ article emerged from the end of the Second World War and the advent of the Soviet threat, which required a new conception of international relations that Kennan articulated, as well as the National Security Act of 1947 to line up the U.S. government with this new environment.”
There have also been periods of concern about American decline. “I think what one sees in the current era are both of those trends coming together,” Litwak said:The system is changing – it’s a debatable proposition that the United States is in decline – but we see in the international system rising powers, notably China, as well as transnational trends that are beyond the sovereign control of any single state, which have called into question the nature of the international system…as well as a sense that…there’s something qualitatively different about this recession than the typical economic, cyclical recession and that has to do with the domestic sources of American strength.
These conditions, as well as the source of argument – coming from the military – combined to give particular resonance to the piece, Litwak said.
The Information/Globalization Age
“I think the thing that has changed materially to us is that the information age has brought about an awareness that our environment is completely interconnected,” Porter said. “There’s a complexity to this that can’t be analyzed linearly, that has to have new tools applied.”
“I’d honestly characterize it as significant as the Enlightenment in the 1600s,” he said.
“Certainly we’ve thought in silos and debates have been too often compartmentalized,” Litwak said. “One of the strengths of this piece is that it is truly synthetic – working across the continuum of instruments of power – and talks in a really powerful way about how hard power…has its place, but that the non-military dimensions of American power have been neglected.”
But, Porter said, it’s important to focus on being proactive, rather than reactive:The thing that bothered us most about the strategies that we see every day in our jobs on our side of the river and across the river is that they are almost universally based on anticipating and countering known risk and threat, and our sense is that we have entered an age in which we need to overcome that sense of fear and seize the opportunity to shape the environment of the future as opposed to simply being resilient to it.
As Litwak points out, Secretaries Gates (now former) and Clinton – in the form of the Quadrennial Defense Review, Quadrennial Diplomacy and Development Review, and numerous speaking engagements – have both called for closer integration between State and Defense, more resources for non-military levers of power, and more holistic concepts of security. But unfortunately the greater integration called for in these documents remains unrealized.

Civilian Power in a Complex, Uncertain World
›Leading Through Civilian Power: The First Quadrennial Diplomacy and Development Review (QDDR) initiates an encouraging process of rethinking and restructuring that is long overdue. It explicitly links itself to the 2010 National Security Strategy and echoes the latter’s commitment to “national renewal and global leadership.” It refers briefly to the obvious companion document, the Quadrennial Defense Review, although it resists engaging with some key aspects.
